It's important to be aware that webhooks have to be registered independently for each account. The webhooks are fired from within the context of the client account so the registrations need to be within the client account.

There isn't any system to fire webhooks from the oauth app account.

Webhooks can be managed using the REST API webhooks endpoint, or manually using the integration dashboard.
